<p><span style="text-decoration: underline;">Beat Officer&#8217;s Report</span>: Our Beat 1 Richmond Police Officers, Officer David Longacre and Sgt. Tod Opdyke, will provide us with important law enforcement information, statistics, etc., for our Marina Bay Neighborhood.</p>
<p><span style="text-decoration: underline;">MBNC Officer Election</span>:  Stan Anderson running for President; Ruth Zablotsky for Vice President; Bob Carr for Secretary; Pat Kiely for Treasurer.</p>
<p><span style="text-decoration: underline;">Richmond&#8217;s No Smoking Law:  NO SMOKING in ANY multi-unit home (such as condos)</span>: Strongest smoke-free housing ordinance in the nation. What is the law? How will it be enforced? Property managers and HOA board members are encouraged to come to hear this so as to better understand what this law is about and how it will affect your community. Sgt. Christa Cappiali of RPD and Julie Waters, Tobacco Policy Manager for the American Lung Association, will be the speakers on this important topic.</p>
<p><span style="text-decoration: underline;">DDT &#8220;Bloom&#8221; in Richmond Harbor</span>: Where did it come from? How will it be eliminated? Should we be concerned? Lynn Scarpa, Environmental Manager, City of Richmond.</p>

<p>Dates for our 2012 meetings: Mar., 14, Apr., 11, May 9, June 13, July 11, Aug. 8, Sept. 12, Oct. 10, Nov. 14 and Dec. 12 (the 22nd Annual Holiday Potluck).</p>
<p><strong>If you haven&#8217;t turned in your still-low yearly dues ($10), bring a check to the February meeting&#8230;.dues are for calendar year 2012.</strong></p>
<p><strong>Directions if you&#8217;re driving</strong>: At the western end of Regatta Drive make a left onto Marina Way South, drive approximately 1/8 mile, at the first four-way intersection turn left onto Hall Avenue and then turn right into the parking lot to the right of the Harbor Master’s Building. Enter the large downstairs classroom from the side entrance to the building. Handicapped parking is available.</p>
<p><strong>If you&#8217;re walking</strong>, just follow the Esplanade past Salute Ristorante and eventually you&#8217;ll come to the Harbor Master Building.</p>

<p><strong>Beat Officer’s Report: </strong>Our Beat 1 Officers (Officer David Longacre and Sgt. Tod Opdyke) continue to keep us posted on important law enforcement issues, crime stats, etc. in our Marina Bay Neighborhood.</p>
<p><strong>Harbor Master, Steve Orosz, for the Marina:</strong> The Harbor Master is seeking Neighborhood Council review and approval of several important up and coming projects that are planned for our harbor (1. The main channel coming into the Marina will be dredged; 2. Installation of several more security cameras; 3. It is proposed that a 900 foot long &#8220;wave attenuation&#8221; unit be placed in the Marina; 4. Americas Cup boat parking&#8230;consideration is being given to providing, within Marina Bay, a mooring field for &#8220;Mega Yachts&#8221; visiting for the Americas Cup competition).</p>
<p><strong><span style="color: #ff0000;">CHANGE:  </span>Contra Costa Supervisor John Gioia:</strong> John will bring us up to date on the state of the County&#8217;s finances.</p>

<p><strong>City Council Member Jeff Ritterman, Chief of Cardiology at Kaiser Richmond Medical Center,</strong> will present his Health Ambassador Program. Dr. Ritterman is highly involved in providing health care on an international basis and is active in improving health care in Richmond.</p>
<p><strong>City Budget Update:  James Goins, the City&#8217;s Finance Director</strong>, will present an update on the state of the City&#8217;s finances. How will Richmond be spending its budget dollars in this tight economy?</p>

<p><strong>Beat Officer’s Report: </strong>Our Beat 1 Officers (Officer David Longacre and Sgt. Tod Opdyke) continue to keep us posted on important law enforcement issues, crime stats, etc. in our Marina Bay Neighborhood. </p>
<p><strong>Redevelopment Update (including the Marina Bay Parkway Closure):</strong> Alan Wolken (Richmond Redevelopment Director) will bring us up to speed on Redevelopment Projects in Marina Bay (see our two dedicated project pages on this website for more information, history, source documents, photos, etc.).  Mr. Wolken will also introduce Jacqueline Majors, who is the Public Relations contact for the Officer Bradley A. Moody Memorial Underpass project. While she may not have all the answers right now, bring your questions regarding the underpass, Meade St. bypass, street closures or detours, etc. Ms. Majors plans to attend our monthly meetings on a regular basis as the projects get underway. </p>
<p><strong>Red Oak Victory: SOON TO SAIL!! </strong>George Cole will outline the final steps that will see the Red Oak Victory underway on the Bay. The Red Oak is the ONLY surviving ship to come from Kaiser&#8217;s Richmond Ship Yards.<strong> </strong></p>

In San Francisco Bay, no other port handles more bulk liquid and automobile tonnage. The Port of Richmond generates significant revenue for the City of Richmond and provides a significant number of jobs in the community. Its influence and importance is growing. <p><span style="color: #008000;"><strong><span style="text-decoration: underline;">BEAT OFFICER&#8217;S REPORT:</span></strong> Officer David Longacre, our new Beat 1 Cop, will provide monthly crime statistics for our neighborhood.</span></p>
<p><span style="color: #008000;"><span style="text-decoration: underline;"><strong>NOISE IN OUR MARINA BAY NEIGHBORHOOD PARKS:</strong></span> Terry Mollica, Homeowner and Legal Counsel for Sunset Pointe has been added to the agenda. </span><span style="color: #008000;">Last summer, there were two park events in Marina Bay (at Vincent Park) that were given permits to use amplified sound and which involved numerous calls to the Richmond Police Department. The neighborhood experienced sound volumes far in excess of normal allowed levels. Mr. Mollica will present an argument that amplified sound limits in Marina Bay parks need to be better defined, and better regulated. This issue directly affects homeowners living near any of the Marina Bay parks. Come learn about Mr. Mollica&#8217;s efforts on behalf of our neighborhood vis-a-vis the Police Department and city regulations and ordinances.</span></p>

A vote will follow (only dues paying members may vote).</span></p>

<p><strong>Beat Officer’s Report: </strong>Monthly crime statistics for our neighborhood by our neighborhood’s “Beat 1 Cop” – Officer Rick Krug.</p>
<p><strong>Meet Dr. Bruce Harter, Superintendent, West Contra Costa Unified School District:  </strong>Dr. Harter will present an overview of the current state affairs of the West Contra Costa Unified School District.</p>
<p><strong>Call for Volunteers:</strong>  Volunteers are needed to serve as Officers of the Neighborhood Council, to serve on the Nomination Committee for the Marina Bay Neighborhood Council election of officers in January of 2011 and for the formation of a Bylaws Review Committee. Please contact Virginia Finlay at (510) 908-5313.<strong> </strong></p>
