What is the Marina Bay Neighborhood Council
Richmond has a strong tradition of self-governance and wisely set up the Richmond Neighborhood Coordinating Council, consisting of 31 neighborhood councils that represent its diverse neighborhoods. The City looks to the neighborhood councils as official spokespersons for their communities. The Marina Bay Neighborhood Council (MBNC) is one of the newest officially recognized, City-supported associations of neighbors.
Our goal is to achieve balance and harmony between the residents and businesses of Marina Bay. Through planning, discussion and mutual respect, we preserve the good life by working with
- the Planning Department
- the Planning Commission
- the Redevelopment Agency
- the City Manager's Office
- the City Council
These and other city departments and agencies look to the MBNC for input from the neighborhood. And through neighbors coming together to share fun and work, we help build a sense of community and mutual support.
A few of our accomplishments
- Blocked proposal for a cement facility at the Port of Richmond
- Created an action plan banning alcohol and amplified sound in our parks
- Developed memo of understanding with California Oils regarding emissions
- Worked with state Dept. of Health Services to observe Marina Bay architectural standards
- Promoted better traffic signage and safety fences at freeway
- Worked with city departments to enhance services and reduce traffic impacts
- Provided a forum for business and community leaders
- Beautifies community thanks to work of our landscape committee
- Maintains this web site
History of Marina Bay
Located on Richmond's protected Inner Harbor, Marina Bay began in the early 80's as a major effort to clean up and restore the natural environment for conversion to residential and business use. Today Marina Bay has approximately 2,000 housing units and 70 large and small businesses in 300,000 sq. ft. of commercial space.
We like to think of Marina Bay as Richmond's redevelopment gem. Since the WWII days of shipyards and factories, Marina Bay has become home to:
- A thriving high tech community and gleaming office buildings
- The beautiful waterfront Bay Trail
- The Rosie the Riveter Memorial and National Park
- Lovely Marina Bay parks, including Vincent, Shimada and Lucretia Edwards parks
- A long shoreline esplanade
- The picturesque 750-boat marina
- And on the horizon, another million square feet of attractive housing, shops and restaurant
Although a cohesive community in its own right, Marina Bay is a source of pride for the region as well as a recreational and cultural asset for all of Richmond.

You can help us keep it keep it that
way. Through the MBNC, business owners and
homeowners build alliances to maintain
property values and promote a thriving
community. Our success depends on the
active involvement of volunteers, both
residents and business owners — on people
like you. MBNC meets every second Wednesday
of the month, at 7:30 PM in the Harbormaster's
Office (1340 Marina Way South). Membership dues are
$10 annually. Donations are gratefully
